The rods throught the middle of the &amp;quot;bubbles&amp;quot; make me think of some sort of fledgling solar water heater.  I say solar because the metal would heat up in the sun, (especially if it was black all along) and although it would not possibly provide anything more than luke warm water I personaly think anything is better than freezing water year round!
